New vehicle registration system in Norway

On September 15, the “Digitoll” vehicle registration system will go into effect in Norway. Use of this platform will be mandatory for everyone – information about the vehicle and the cargo it is carrying must be submitted before the vehicle reaches the Norwegian border, rather than upon arrival in the country.

The “Digitoll” electronic system will require information on what is being transported, what type of vehicle is carrying the cargo, and where and when it will enter the country.

At the Svinesund and Ørje border crossings, vehicle license plates are automatically scanned by ANPR cameras. Information boards at these locations indicate whether the driver can proceed or must go to the customs office, so it is very important that the information provided on the “Digitoll” platform is correct. At other checkpoints, drivers must still notify customs officials of their arrival, but the inspection and document review will be faster if the correct information has been submitted in advance on the “Digitoll” platform.

It is important to note that “Digitoll” does not replace the “TVINN” customs declaration and “NCTS” transit declaration platforms – their use remains mandatory. “Digitoll” is an additional reporting tool. Starting March 1, 2027, all declarations must be submitted no later than before crossing the Norwegian border.

All companies that need to use the “Digitoll” system must be registered in Norway’s Central Coordinating Register for Legal Entities and have a Norwegian organization number or NUF number.
